City of Houston - Tax Abatements
The City of Houston offers a robust incentive program to promote economic growth and diversification in industries that are consistent with the goals of the Administration. Two unique tax abatements we offer are intended to encourage better, more resilient building & design practices.
Leadership in Energy & Environmental Design (LEED)
- Sliding-scale abatement based on the level of LEED certification achieved
- Up to 15% abatement on Platinum LEED-Certified buildings
- Minimum Project Cost of $3,000,000
Green Stormwater Infrastructure (GSI)
- Intended to offset the cost of implementing GSI instead of traditional stormwater infrastructure
- Abatement equal to the cost differential between GSI and Traditional Infrastructure
- Minimum Project Cost of $3,000,000, with at least $1,000,000 in GSI costs
In order to take advantage of these programs, we encourage you to engage the Mayor’s Office of Economic Development early in your project. Incentives are typically not available once construction has begun.
